Professor Adam Martin describes how the government’s vice war is changing the incentives for buyers and sellers, leading them to want higher potency drugs. Economists call it the “potency effect”, which means that as penalties go up, people want stronger drugs to compensate for the increased punishments.

After all, why risk all that jail time for some ditch weed when you can get BC bud instead?
