The Obama administrations recent budget proposal includes a .94 cent tax hike on cigarettes that would be slated to pay for childrens preschool programs. Critics of the proposal claim that the tax would only increase black market activity and tie a revenue stream to smokers, a group that is now one of the most demonized in America today.
