PENNSYLVANIA – David Whitcomb, 28, Mark Haynes, 26, and Daniel Graff, 37 were charged with official oppression and placed on unpaid administrative leave after it was revealed that they were organizing fights between inmates at the York County Prison. State police have charged the three guards with organizing fights dubbed by one inmate as the “Retard Olympics”.

Authorities said that the guard were making inmates drink a gallon of milk in an hour, take punches without falling and spraying them with pepper spray to see how they would endure. If the prisoners endured then the guards would reward them with prizes such as coffee and food.

The investigation was triggered after video footage appeared that showed Haynes grabbing an inmate by the neck. Inmates reported that the guard had set up a wrestling match between himself and other prisoner. The corrupt guards would make inmates snort crushed up candy, drink water with pepper foam and eat fruit without peeling it. Inmates were also requested to let guards punch them until they became numb.

The York County Prison issued a statement Friday, which read: “The actions alleged by Pennsylvania State Police in this case run counter to the professional behavior County and Prison management expect and require of all staff. Misconduct within any County agency is not tolerated.”
