FLORIDA - Marlon Brown was on the run from a seatbelt violation, sprinting through a vegetable garden when DeLand police decided to end the foot chase by running him down with their cruiser. A second before Brown was killed he turned to put his hands in the air. But it was too late for officers who decided to take his life.
