John Kerry Says Massive Terror Attack In France Proves ISIS ‘On The Run’

Secretary of State John Kerry said the terror attack in Nice is an indication the Islamic State is “on the run” in an interview with CNN Sunday, repeating the now familiar Obama administration talking point that any large terror attack outside of Iraq and Syria is not actually evidence of ISIS influence.

CNN’s Jake Tapper pushed Kerry on the subject: “With all due respect, sir, I’m not sure that it looks that way to the public, that ISIS is on the run. In just the last few weeks, we have seen a series of ISIS-inspired attacks. … I don’t think ISIS is on the run.”

“If people are inspired, they are inspired,” Kerry replied. “But ISIL [ISIS], which is based in Iraq and Syria, is under huge pressure, and that’s a fact.”

Kerry painted the Nice attack in the same vein as the recent ISIS attacks in Orlando, Dhaka, and Istanbul, saying the attacks are “the desperate actions of an enemy that sees the noose closing around them.” Despite Kerry’s recriminations, ISIS is preparing for the loss of its caliphate by encouraging would be foreign fighters to stay at home and carry out attacks on civilians.

One ISIS operative inside Syria told The Washington Post the terrorist group has “people reaching out and telling us they want to come to the caliphate,” but elaborated that “we tell them to stay in their countries and rather wait to do something there.”

Weeks ago in the wake of a slew of attacks that killed 35o in four different countries, Pentagon Press Secretary Peter Cook said the attacks do not “alter the strategy” the Obama administration is pursuing. The statement reveals the Pentagon’s thinking, that success against ISIS can be measured by military progress in Iraq and Syria alone. Kerry encapsulated this thinking in his CNN interview saying, “If you’re saying that one person standing up one day and killing people is an example of ISIS moving in Iraq and Syria, I think you’re dead wrong.”

Attacks throughout the West are dismissed by the Pentagon and Obama administration as the flailing actions of a dying terrorist group. In reality the attacks represent the concerted strategy of ISIS’s plans for the future. Nicholas Heras, Bacevich Fellow at the Center for New American Security, explained to the Daily Caller News Foundation that as long as ISIS can declare affiliates across the globe, it can retain its narrative as an Islamic movement and pose a major threat to the U.S.
