According to government sources the attackers are members of a separatist group from the Xingjiang region in northwest China are responsible for the attack.  Xinjiang is a largely Muslim area mainly composed of the Uighur minority group.

Large-scale knife attacks are not unprecedented in China.  Last year, 27 people died when gangs attacked local government buildings in the Xingjiang region armed with knives.  In 2012, a man stabbed 22 children and an adult in an attack on a primary school in the Henan Province.

Private firearms ownership is generally restricted to hunters in China, and, with the exception of those who can hire a private firm, citizens rely entirely on the government for protection.  Unfortunately, even in China, the government cannot be everywhere at once to protect its citizens.
